Forex Regulator Tiers Explained: Tier 1 to Tier 5, and Why "Regulated" Is Not Enough
How we group forex regulators into five tiers, what separates Tier 1 from an offshore registry, and a reference table of regulators gold traders meet most.
I wrote this guide based on how I actually trade gold. No theory — just what works after 10 years.

"Regulated" on a broker's website covers everything from the UK's Financial Conduct Authority to a company registry that does not supervise forex at all. Grouping regulators into tiers is a quick way to tell them apart.
What separates a strong regulator from a weak one
Five questions decide most of it:
- Does it supervise the firm's conduct, or just register the company?
- Does it require client money segregation, and audit it?
- Does it cap leverage and require negative balance protection for retail clients?
- Is there a compensation scheme if the firm fails?
- Does it act: fines, licence withdrawals, public warnings?
Our five tiers
| Tier | What it means | Examples |
|---|---|---|
| Tier 1 · strictest | Full conduct supervision, segregation, leverage limits for retail clients, active enforcement | FCA (UK), ASIC (Australia), CFTC/NFA (US), MAS (Singapore), JFSA (Japan), BaFin (Germany), Central Bank of Ireland, CIRO (Canada), FINMA (Switzerland), SFC (Hong Kong), Danish FSA |
| Tier 2 · strong | Strong rules, sometimes lighter supervision or enforcement | CySEC (Cyprus), Polish KNF, Estonian FSA, DFSA (Dubai), FSRA (Abu Dhabi), FSCA (South Africa), BAPPEBTI (Indonesia) |
| Tier 3 · moderate | Licensing with real requirements, lighter conduct rules | Cayman Islands (CIMA), Mauritius (FSC), Labuan (LFSA), Bermuda (BMA), Kenya (CMA) |
| Tier 4 · light offshore | Licensing exists; supervision and enforcement are light | Bahamas (SCB), Seychelles (FSA), Belize (FSC), British Virgin Islands (FSC), Vanuatu (VFSC) |
| Tier 5 · registration only | Company registration; the authority does not license forex brokers | St Vincent and the Grenadines (FSA), Comoros (Mwali) |
The full list and the reasons are in our rating methodology.
Why the tier of the group is misleading
A group can hold a Tier 1 licence in one country and onboard you through a Tier 4 entity in another. What matters is the tier of your entity. That is why our rating caps a broker's score when the company that would hold your money is Tier 4 (maximum 70) or Tier 5 (maximum 30), however good its other licences are.
How to use the tiers
- If you can get a Tier 1 or Tier 2 entity, prefer it, even if leverage is lower.
- If only Tier 3 or 4 is available in your country, favour brokers with long histories, audited group accounts and Tier 1 licences elsewhere.
- Treat Tier 5 as unregulated for practical purposes.
- Never rely on a licence number shown on the broker's own site confirm it on the regulator's register. Our scam red flags guide explains clone firms.
Questions traders ask
Is CySEC a good regulator? It applies EU rules, including leverage limits, negative balance protection and a compensation fund. Enforcement has historically been lighter than in the UK or Germany, which is why we place it in Tier 2.
Why is SVG at the bottom? The St Vincent and the Grenadines Financial Services Authority has stated that it does not license or supervise forex brokers. Companies registered there are registered companies, not regulated brokers.
Do tiers change? Yes. Regulators tighten or loosen rules, and we revise tiers with a dated note in the methodology.
I don't predict. I prepare. Every trade I share here is placed with real money, in real time. No indicators, no noise — just price action and experience.
