The Cyprus Securities and Exchange Commission (CySEC) is the financial regulator of Cyprus. As an EU member state regulator, CySEC allows brokers to passport their services across all EU/EEA countries under MiFID II. Many international brokers choose CySEC regulation as their EU entry point.
A CySEC-regulated broker can operate in all 30 EU/EEA countries through a single license. This passporting right means a broker regulated in Cyprus can legally offer services to clients in Germany, France, Spain, or any other EU country without obtaining separate licenses in each jurisdiction.
CySEC requires: client fund segregation in separate accounts, participation in the Investor Compensation Fund (ICF) covering up to €20,000 per client if the broker fails, negative balance protection for retail clients, and compliance with ESMA product intervention measures including leverage limits.
Following ESMA guidelines, CySEC-regulated brokers offer retail clients: maximum 1:30 leverage on major forex, 1:20 on gold and minor pairs, 1:10 on commodities and indices, and 1:2 on cryptocurrencies. Professional clients can access higher leverage if certified.
Check the CySEC register at registry.cysec.gr. Enter the broker's name or CIF (Cyprus Investment Firm) number. Verify the license covers 'Investment Services' including 'Contract for Differences'. Check for any administrative sanctions, suspension of authorization, or pending investigations.
While CySEC provides EU-wide passporting, some traders prefer regulators from larger EU markets like BaFin (Germany), AMF (France), or CNMV (Spain). National regulators may impose additional requirements beyond CySEC's baseline. However, CySEC is generally more accessible for international brokers and has extensive experience regulating CFDs.

When choosing a CySEC broker, verify they operate under a clean license with no major enforcement history, and check that the ICF coverage meets your needs.
